Business Permits
The Permit Technician is responsible for issuing Police Department permits for the below list: (All permits are valid for one year, except Massage permits which are valid for two years)

- Bingo
- Escort Business/Employees
- Live entertainment
- Peddlers
- Solicitors
- Poolrooms and Amusements
- Firearms Dealers/Sellers
- Public Dances
- Exotic Dancer
- Pawn Broker
- Second Hand Dealer
Permits are issued Monday – Thursday by appointment only. Please contact Police Department Permits at 714-738-5311 to schedule an appointment with Police Services Representative R. Herrera.
You must present valid identification and a social security card. At this time, your picture will be taken and a "livescan" fingerprint appointment will be scheduled. Do Not sign the application until instructed to do so when it is turned in. Applicants will be required to have a valid business license. All fees are paid at Fullerton City Hall.

Massage Permit Information
To be eligible to apply for a massage technician permit, you must:
1. Be State Certified through California Massage Therapy Council (CAMTC). The certificate will be verified. You are then subject to a business registration fee in most cases.
OR
2. Have a minimum of 500 hours at a State – Certified School and be Nationally Certified.
3. Bring originals so that copies will be made for your application file.
To open a new massage business, you must first check with the Planning office (714)738-5311. There are numerous City Codes applicable to this type of business. 1. Pass a Fullerton Municipal Code and First Aid/CPR test with a minimum of 70% score.
2. Have secured a place of employment prior to applying for the permit.
