Prohibited at all times

1. Water Loss
   • From breaks, leaks, or from other malfunctions in plumbing or distribution
   • It's prohibited to permit loss for any period of time after such loss of water should have reasonably been discovered and corrected
2. Water Runoff
   • From landscaped areas into, but not limited to, adjoining streets, sidewalks, or other paved areas.
   • Due to
     • excessive watering
     • or to incorrectly-directed or incorrectly-maintained sprinklers
3. Decorative Fountains and similar aesthetic structures
   • Water cannot be used to clean, fill, or maintain levels
   • Exceptions
     • Unless water is part of a recycling system
4. Washing Mobile Equipment
   • Including motor vehicles, trailers, boats, and other types of mobile equipment
   • Washing should be done only with a hand-held water container
   • Exemptions
     • A hose equipped with a positive shut-off nozzle for quick rinses
     • Washing done at the immediate premises of a commercial car wash or with reclaimed water
5. Irrigation
   • Watering within 48 hour of measurable rain fall, with measurable rainfall referring to 1/4 inch of rain.
   • Watering with a device that is not continuously attended to is limited to fifteen (15) minutes per day per valve.
     • Exemptions: low flow drip type systems, water efficient stream rotor systems, and sensor/weather controlled systems. 
6. Washing of Paved Surfaces
   • The washing of paved surfaces is prohibited
   • Exemptions:
     •  Safety or sanitary hazards and only using a hand held container, hose with an automatic shut off device, or a low-volume high pressure cleaning machine that recycles used water.
7. Repair Leaks
   • Faulty sprinklers and leaks are required to be repaired within three (3) days of discovery.

Effective September 2009, the following uses of water are prohibited:

• Installation of single pass cooling systems in buildings requesting new water connections; and,
• Installation of non-recirculating systems in new conveyor car wash systems and new commercial laundry systems.

Additional Restrictions

1. Watering Landscape Time Restrictions (9am to 6pm)
   
   • Watering of landscape or other vegetated areas shall not be allowed between 9:00 a.m. and 6:00 p.m.
   • Exemptions:
     • Watering by hand held device, hose equipped with an automatic shutoff device, or to adjust  or repair irrigation systems for short periods of time.
     • Water dependent industries including, but not limited to: commercial nurseries and golf courses.
     • Reclaimed water. There is no restriction on watering with reclaimed water. Signs must be posted to indicate reclaimed water is being used.
2. Drinking Water on Request Only in Eating Establishments
   • Drinking water shall only be served when a customer expressly request it at any
     • Restaurant,
     • Hotel,
     • Cafe,
     • Cafeteria,
     • or other public place where food is sold, served, or offered for sale.
3. Lodging Establishments Must Offer Opt Out of Linen Service
   
   • All lodging establishments must offer and option for guests to opt out of laundry and linen services.

     

 Commercial Restrictions

1. No Non-essential Water Use
   • All non-essential water use for nurseries, public entities, commercial, and industrial should cease.
2. Commercial, Industrial, and Institutional Use
   • Commercial, Industrial, and Institutional equipment must be properly maintained and in full working order.

The City may implement other prohibited water uses as determined by the City, after notice to customers. 

Voluntary Conservation

1. Customers are encouraged to wash only full loads when washing dishes and clothes.
2. Encourage the use of pool covers to minimize the effects of evaporation

All restrictions found in Standard Conservation and Level 1 apply in Level 2.

Additional Restrictions

1. Irrigation Limited to Three (3) Days per Week
   • Watering of turf and vegetated areas will be limited to three (3) days per week, with the days of the week being assigned by the City and based on odd or even address numbers.
2. Filling or Refilling of Ornamental Water Features
   • The filling or refilling of ornamental lakes, ponds, and fountains is prohibited.
   • Exemption for ornamental lakes and ponds the support aquatic life of significant value and were actively maintained prior to the shortage declaration.
3. Pool Covers Required
   • Pools and spas are required to have a cover to prevent evaporation.
   • The filling of pools and spas are only allowed if a proper cover is installed.

The City may implement other prohibited water uses as determined by the City, after notification to customers.

All restrictions found in Standard Conservation, Level 1 and Level 2 apply in Level 3.

Additional Restrictions

1. Irrigation Limited to Two (2) Days per Week
   • Watering of turf and vegetated areas are limited to two (2) days per week, with the days of the week being assigned by the City based on odd or even address numbers.
2. Drain Water Features
   • Decorative water features that use potable water must be drained and kept dry.
3. No Washing of Cars
   • The washing of cars and other motor vehicles is prohibited.
   • Exempt by use of a commercial carwash that recirculates water or by high pressure/low volume wash systems.
4. Planting New Landscape
   • New landscape installation must be limited to drought tolerant trees, shrubs and groundcover.
   • No installation of new turf or hydroseed.
     • Customers may apply for a waiver to irrigate during an establishment period for the installation of new turf or hydroseed.

Construction Restrictions

1. Dust Control
   • A construction water use plan must be submitted to the City that addresses how impacts to existing water users will be mitigated, such as dust control.

The City may implement other prohibited water rules as determined by the City, after notice to customers.

All restrictions found in Standard Conservation, Level 1, Level 2, and Level 3 apply in Level 4.

Additional Restrictions

1. Irrigation Limited to One (1) Day per Week
   • Watering of turf and vegetated areas will be limited to one (1) day per week, with the day of the week assigned by the City and based on odd or even address numbers.
2. Pool Restrictions
   • Existing pools shall not be emptied and refilled using potable water unless required for public health or safety purposes.
   • No new pool permits will be issued.
3. Repair Leaks
   • Faulty sprinklers or leaks must be repaired within two (2) days of discovery.
4. New Landscape Installation
   
   • No new landscape installations or renovations will be permitted.
   • Previous waivers for watering during an establishment period will be revoked.

The City may implement other prohibited water uses as determined by the City, after notice to customers.

All restrictions found in Standard Conservation, Level 1, Level 2, Level 3, and Level 4 apply in Level 5.

Additional Restrictions

1. Repair Leaks
   • Faulty sprinklers and leaks must be repaired within one (1) day of discovery.
2. All Irrigation is prohibited
   • All irrigation of turf and vegetated areas is prohibited.
   • Watering of all golf courses is prohibited.
   • Watering of parks, school grounds, and recreation fields is prohibited, except for rare plant or animal species.
   • Water for agricultural or commercial nursery purposes is prohibited, except for livestock watering.
3. Water Use
   • Water use for public health and safety purposes only.

The City may implement other prohibited water uses as determined by the City, after notice to customers.

All restrictions found in Standard Conservation, Level 1, Level 2, Level 3, Level 4, and Level 5 apply in Level 6.

Additional Restrictions

1. Discontinuance of Service
   • The City may discontinue service to customers who willfully violate any water conservation provisions.
2. All Irrigation is Prohibited
   • The City may shut off all non-essential water services as all irrigation is prohibited.
3. Commercial Water Use
   • Water for commercial, manufacturing, or processing purposes shall be reduced in volume by up to 50% or exceeded if necessary for public health and safety purposes.
