Crosswalks are either "marked" or "unmarked". The California Vehicle Code defines a "crosswalk" as the portion of a roadway at an intersection, which is an extension of the curb and property lines of the intersecting street. A "marked crosswalk" is any crosswalk which is delineated by white or yellow markings placed on the pavement. All other crosswalk locations are therefore "unmarked". At any crosswalk drivers must yield the right-of-way to pedestrians. However, pedestrians must also yield the right-of-way to vehicles and only step off of the curb when it is safe to do so. Studies conducted on the relative safety of crosswalks support minimal installation of marked crosswalks. Research suggests that a marked crosswalk can give pedestrians a false sense of security.

Installation Policies: To request a crosswalk, please address a letter to the Traffic Engineering Division at City Hall, 303 W. Commonwealth Avenue, Fullerton, CA 92832. Staff will evaluate the request and conduct the necessary studies to determine if a crosswalk is warranted at the location. If it is determined that the crosswalk is warranted, the request will be forwarded to the Transportation and Circulation Commission for further consideration. At such time that the T&CC approves the request, it will be forwarded to the City Council for final approval or denial. If Council approves the request, staff will issue a work order to install the designated crosswalk.

Each year, the Traffic Engineering Division receives many inquiries about installing stop signs or traffic signals as a way to reduce speeding. However, research shows that other measures are more effective than adding more stop signs or traffic signals. The purpose of stop signs and traffic signals is to assign right-of-way at an intersection.

Installation Policies: The "Manual on Uniform Traffic Control Devices (MUTCD)" dictates the size, shape and color of all traffic signs. This manual has guidelines for installing signs and thus creates uniformity from state to state. The City of Fullerton complies with the guidelines of the Manual on Uniform Traffic Control Devices (MUTCD). These policies identify specific traffic and pedestrian volumes, accident history, and any unusual conditions which must be present at the intersection before these traffic control devices may be installed. Overuse of stop signs reduces their effectiveness and if installed where not justified they are largely ignored by drivers who tend to speed up between stop sign controlled intersections rather than slow down. Traffic signals assign the right-of-way to various traffic movements within an intersection. Before installing a traffic signal at an intersection, established minimum warrants as established by the Manual on Uniform Traffic Control Devices (MUTCD) must be satisfied. The Manual on Uniform Traffic Control Devices (MUTCD) requires that specific traffic and pedestrian volumes, accident history, and/or unusual conditions must be satisfied or present at the intersection before a traffic signal may be installed. Your request will be evaluated with the data results presented to the Transportation and Circulation Commission (T&CC) for further consideration. If the T&CC approves the request, the request will be forwarded to the City Council for approval and budget funding.

Each year, the Traffic Engineering Division receives many inquiries about installing red, yellow, green, white, and blue curb in front of residences and businesses alike. Each request is considered by staff to determine the impact that the installation may have on the surrounding properties, as well as its impact on motorist safety. In the case of blue curb (disabled parking) other factors are to be considered. Such as; does the location meet the minimum requirements of the Americans with Disability Act (ADA).

Installation Policies: To request the installation of painted curb, please address a letter to the Traffic Engineering Division at City Hall, 303 W. Commonwealth Avenue, Fullerton, CA 92832. The request must come from the property owner whose curb face is affected. In addition, any support form the surrounding businesses or residences in the immediate are is helpful. Your request will be evaluated with the data results presented to the Transportation and Circulation Commission (T&CC) for further consideration. At such time that the T&CC approves the request, it will be forwarded to the City Council for final approval or denial. If Council approves the request, staff will issue a work order to install the designated curb markings.

Adult Crossing Guards are a supplemental means to assist elementary school pedestrians and are not a traffic control device. An Adult Crossing Guard should be considered when special problems exist which make it necessary to assist elementary school pedestrians in crossing the street, such as at an unusually complicated intersection with frequent turning movements and high vehicular speeds.

Warrants for Adult Crossing Guards: Adult Crossing Guards normally are assigned where official supervision of Elementary school pedestrians is desirable while they cross a public highway on the "Suggested Route to School". State Warrants require that a minimum of at least 40 elementary age school pedestrians for each of any two hours daily use the crossing while going to or from school. All requests for an Adult Crossing Guard must be directed to the Fullerton Unified School District. If the School District staff finds that the requested location is appropriate, the District will forward the request to the Traffic Engineering Division, who will arrange the collection of the necessary data to thoroughly study the location. If the standards are met for placing a crossing guard, the Traffic Engineering Division will forward a request to the Transportation and Circulation Commission (T&CC) for review. If the T&CC approves the request, funds will be budgeted by the Police Department to hire a new Adult Crossing Guard. If the standards for a new crossing guard are not met, the City notifies the School District that the standards were not met.

Except for segments of roadway with red curb or time restricted parking, it is legal to park on city streets between the hours of 5:00 a.m. to 2:00 a.m. All vehicles are prohibited from parking on City streets between the hours of 2:00 a.m. and 5:00 a.m., unless posted otherwise. Commercial vehicles are prohibited from parking on the City streets in excess of 1-hour. Passenger vehicles are prohibited from parking on the streets in excess of 72-hours.

Questions or complaints related to the railroad crossing itself (ex: construction, condition, etc.) need to be addressed by the rail line in question. However, complaints regarding the length of delay at a crossing as a result of a train should be addressed to Traffic Engineering at (714) 738-6858

Traffic counts are conducted every two years on every City arterial. The counts taken represent traffic in both directions for a 24-hour period on a specific segment of an arterial street. Traffic counts are used frequently by property appraisers, realtors, and City staff to determine the level of service on select streets.
