• Call the Police: If the noise disturbance is happening outside of normal business hours, especially late at night or early in the morning, and is causing immediate distress or disturbance (like loud parties, ongoing loud music, or disturbances from bars and clubs), it's appropriate to call the police on the non-emergency line (714)-738-6700. Police intervention is also advised in situations where the noise is accompanied by suspicious or potentially illegal activities.

• Contact Code Enforcement: If the noise issue is a recurring problem or related to a specific business, industrial operation, or construction activity that violates the established noise standards, it's more effective to contact code enforcement. They handle noise complaints related to ongoing and consistent noise violations from a particular source during regular business hours. Always consider the specific circumstances and use your best judgment to determine whether the situation requires immediate police attention or a more measured approach through code enforcement. Chapter 15.90: Noise Standards and Regulation

Exemptions from Noise Standards

1. School bands, school athletic and school entertainment events.
2. Outdoor gatherings with a city permit and/or license, public dances, shows and sporting and entertainment events.
3. Public locations: Activities conducted on public parks, public playgrounds and public or private school grounds.
4. Emergency work: any mechanical device, apparatus or equipment used, related to or connected with the use of machinery, vehicles, or work due to an emergency.
5. Noise from vehicular traffic on public streets.
6. For the drilling of water wells, the Director of Development Services may approve or conditionally approve an exception or limited exemption from the noise level standards of this chapter. (Ord. 2982, 2001)
