The Fullerton Police Department's Gang/TARGET Unit is comprised of experienced Detectives dedicated to preventing and suppressing gang activity throughout the cities of Fullerton and Buena Park. The Gang/Target Unit has developed a departmental gang strategy that incorporates a multi-dimensional approach using the interactive components of:
Through a combination of high-visibility uniformed patrols and plainclothes surveillance, the Gang/TARGET Unit meets the challenges of suppressing gang activity, and uses directed enforcement as a means of holding gang members accountable. The Gang/TARGET Unit also works collaboratively with other gang units from a number of surrounding agencies.
The TARGET Team concept utilizes a collaborative effort and builds upon past relationships to provide a directed response to gang problems within the City of Fullerton. Currently, the TARGET Team consists of Detectives from the Fullerton Police Department, as well as members of the Orange County DA’s office and Orange County Probation Department. Through this collaborative effort, Targeted subjects released from custody are offered the necessary tools to successfully reintegrate into the community. These tools include job placement programs, counseling, and an accountability aspect through intense supervision. Gang/TARGET Detectives regularly participate in community meetings, school functions and the Fullerton Police Department’s Citizen’s Academy, speaking on a variety of topics related to gang prevention and intervention.
History of the Fullerton Target Team
The concept of TARGET or the Tri-Agency Regional Gang Enforcement Team is a team composed of Detectives from the Fullerton Police Department, a Deputy District Attorney, a District Attorney Investigator and an Orange County Probation Officer from the Gang Violence Suppression Unit. In 1996, the Fullerton Police Department was selected for implementation of the TARGET team concept. In its original design, the Team included Detectives from Buena Park, La Habra, Placentia and Brea PD, as well as representatives from the DA’s office and Probation Department. The purpose of the TARGET concept is to supervise subjects who have been identified as some of the most serious gang offenders and those that are most likely to re-offend. By having a Deputy District Attorney assigned to the TARGET Team, cases can be reviewed directly, ensuring that offenders receive the maximum attention of the Criminal Justice System.
